About Compulsory Traffic Insurance for Foreigners Living in Turkey

Foreign citizens living in Turkey can legally drive by purchasing vehicles with blue license plates, or tax-free vehicles. However, although these vehicles are exempt from VAT and SCT, they are obliged to have compulsory traffic insurance and pay MTV.

Traffic insurance is a compulsory insurance to cover people who will be injured as a result of any accident and any damage to vehicles. Owners of blue license plate vehicles are obliged to have compulsory traffic insurance just like other vehicle owners. In addition, MTV payments also apply to owners of vehicles with blue license plates.

However, there is an exception in the relevant law. The embassies and consulates of foreign states in Turkey and vehicles belonging to the nationals of these states are exempted from MTV payments, provided that they are reciprocal. Other vehicles with blue license plates are liable for MTV.

Foreign citizens living in Turkey are also obliged to have compulsory traffic insurance and make MTV payments. However, if foreigners have a “Green Card Insurance” policy for their vehicles, no additional compulsory traffic insurance will be required.

As a result, foreign citizens living in Turkey must also have compulsory traffic insurance in order to drive. Vehicles with blue license plates must also comply with these requirements. In the event of an accident, not having traffic insurance can result in huge financial burdens. Therefore, foreign citizens living in Turkey must have traffic insurance and make regular MTV payments in order to fulfill their legal obligations.
